Major Retail Development
CPRE priorities CPRE considers current trends in the location of retail development to be environmentally unsustainable. Notwithstanding some recent useful policy changes urgent action is needed to reverse current trends and increase the role of town centres and urban areas in the provision of shopping facilities. This would not only reduce the environmental burden of current developments and make a greater range of shopping facilities accessible to a wider range of people but also safeguard the long term role of our town centres at the heart of community and public life. The land use planning system and, in particular the policies in Structure and Local Plans, provide one of the most effective ways of reducing out-of-town trends and encouraging town centre development. Planning policies should be geared to improving urban centres, controlling out-of-town development, reducing car travel associated with shopping and improving the design of new development. Recent changes to PPG6 have improved the policy framework but more needs to be done.
